A JamaCore proposal for the Immigration Services Department
Tanzania's citizenship declarations are three statutory instruments on paper — where one wrong deletion invalidates a legal act. Raia turns them into one guided journey: plain questions, in English or Kiswahili, and the law fills itself in correctly.

The order is the law's own: declare your position, settle your residence, swear allegiance. Raia keeps the statutory wording exact and prints attestation-ready documents.
The paper form makes you delete the words that don't apply — across two legal variants. Raia asks plain questions and selects the correct variant for you.

Presented side by side in English and Kiswahili, then printed for swearing before a Magistrate or Commissioner for Oaths — the legal act stays human.

The AI's job is everything around that decision: explaining it in plain language, reading documents, and drafting for officers.

A bilingual assistant grounded in Cap. 357 answers questions with the correct statutory terminology — and never makes the decision.
Each submitted case arrives with an AI summary and a rules-based recommendation floor. Approval authority stays with the officer.
The proof of concept runs on the same architecture we would take to production — with national systems joining as integrations, not rewrites.

Everything in this proof of concept is production-shaped. Three workstreams take it to national scale.
